  1. 1)The French government voted the Hadopi law in order to prevent people to illegally download music and films by punishing those who do it.
2)Hadopi is an Independant public authority, which aims at protecting arts on the internet. It's an institution of the State. Hadopi doesn't spy the internet users because it doesn't collect IP adress directly, but organizations collect it for Hadopi (they have an autorisation)
3)The new targets of this law are the French file sharers. People who download illegally incur losing their internet connexion after three warnings.
4)This law prevent to download illegally, but not illegal files. People can feel like they are spied.
5)According to this survey, the Hadopi law is dissuasive, 69 % of the people interrogated are willing to stop downloading illegally because of the sanctions provided by the law (1500€ of fine, suspension of the internet connexion.)
My opinion concerning this law is that it may be dissuasive, but people who download just a bit have no reason to worry. But I also think that it's not a way to counter illegal doawnloading.
